Great News John glad your all sorted, When you change the blades just carefully make sure that they don't catch in the groove between the fences i normally fit the sharpened blades then make sure the Lever is out so the blades are away from the fences hold the pedal down then bring the blades in wit...

No There are 2 nuts together if you look closely at the picture there are 2 red arrows 2 both nuts loosen the bottom one and when you turn the nut above it you will see the blades move closer or further away from the back fence

Did you undo the bottom bolt and adjust the top bolt in this picture as i think this is all is needed,

Get your tape measure and lay it along the morso scale with the same corresponding numbers and then just follow the tape with your stop as you would with the normal scale

Hi Keith
I would take it to another framer to take it out and see if they can remove the map from whatever he stuck it to there is a heavy duty dry mount tissue that should sort it out,
