Search for Giottos rocket blower. I use this on every picture and mount before framing. You just squeeze these and they are quite powerful, without the risk of moisture or oil from a compressor.
As Mike mentioned above the cans of air do sometimes spit moisture too and a fair bit when they do.

When you say straight cutting do you mean just cutting the boards to size, if so it sounds like you are using the wrong blade. You can pick a Keencut 4000 up for not a lot of money, they are old but built like a tank.
You can also cut a lot of backing on the mountcutter and if you have a big enough workbench glass is easy to cut with a £25 glass hand glass cutter and a T-square.

I use the self healing mats on my workbench and then use a roll of the soft laminate floor underlay for glass cleaning and final assembly which I remove once finished.

For items that are not so valuable a hot-press is a great investment. Low heat, turn the pump on and prints come out flat in next to no time. A roller blind can also be used by roller the print in the opposite direction, easier to get wrong at the same time though. As above though I find sticking so...

My most popular is Larsons Snow White which is not classed as a conservation board, but does work well with a lot of fine art giclee papers. My next most popular is Glacier, but this does have a bit more of a contrast when placed next to a lot of the giclee papers.

I have the underpinner at the same height as the workbench. I still keep a gap between the two to stand as I prefer to pin from the front. The workbench then supports any larger frames.

They look like the standard ones so you just need universal wedges from another brand. All the main framing suppliers should sell them.
