Possibly try Nurafen Plus*, which is ibuprofen + codeine. It's quite expensive compared with unbranded ibuprofen, but as I say, it has codeine in it. My first thought is to frame it using Secol V-strips attached to the mount. Then once they have removed the backboard, all they have to do is slightly bend back the V-strips to remove the certificate. It can easily be put back in place by bending back the V-strips again to slide the certificate back...

I'd be inclined to slice up small pieces from lengths of wood spacers, such as these from Wessex: https://www.wessexpictures.com/A130.html That one is 7mm deep but there are other sizes.

Washi tape is designed to be low-tack, so even if it were to stick in the first place, I'd be surprised if it lasted very long. It might be worth showing it to the customer as they might prefer the chalky finish to the gloss one. It would depend on whether the chalky finish is stable or not though, you wouldn't want it flaking off.
