Thanks to everyone for identifying this device - now I know what it is, I can get rid of it! As far as we can tell, it's a Kimberley mitre vice and underpinner as previously sold by Lion framing supplies - these were £260 in 2012 from the ad I found online. There's some wear on a couple of the bits,...

Well, it certainly looks like I came to the right place! Thanks everyone - I thought it looked expensive, I used to run a toolroom, and can see that there's a couple of days work there for a decent engineer, even if we had the drawings and materials to hand. Will be for sale as soon as.
