I agree with WelshFramer. I used to have exactly the same problem with gummed tape on the Art-Bak Conservation board I use...solution - PLENTY of water on the tape and press down firmly. If anything, I think the gummed tape is the best solution as it sticks well and stays in place if wetted properly...

One thing that hasn't been raised here is whether or not the painting has been varnished. The point is that if it's been varnished, the dirt and grime are likely to be attached to the varnish coat, which in any case is likely to have yellowed over the years.
