20% is a reasonable average allowance for wastage. That's my usual allowance. Is it a moulding you're likely to use again? I bang out my cards on my colour laser on normal paper, laminate them, cut them (well actually I get the wife to do the last two stages :D ). Probably not the cheapest option, but it does for me.

I'm another gummed paper tape fan - the only reason I have SA in the shop is to tidy up cord (yes, I know robo, use soupersoftstrand) and for minerva/plastic frames, as gummed won't stick. I had a very old japanese stitched picture in a while back and the back was stuffed with newspaper that looked like that - couldn't find any wildlife, but there was lots of mould dust.
