I'd go for french cleats, with the painting PVA'd (Titebond original) and (stainless steel) screwed.

The effects of OBA's can be greatly reduced by blocking the UV falling onto the paper...
Canson/Arches new BFK Rives PW is supposedly the brightest non-OBA printing paper, using a suspected blue pigment in the coating. You could bond that atop of whatever is the brightest archival board.

If the art work is postcards, then the texture of the paper/card may be the problem. You almost certainly can cut DiBond with this. Normal practice I think is with a fine tooth negative rake blade. Expect lots of statically attracted dust.
