unfortunately I well remember the 70s, but cant remember looking like that, perhaps I did though, not a happy thought :(

The paper is to protect the picture or board from the paint. The bit that is in contact with the glass should be painted or it will look strange from the front

We generally use gouache because it is water based. Let it dry for a day or so and paint only the face and the side which is against the glazing. Line the top with a heavy weight paper

You could try putting a strip of thin MDF against the back of the mouldingso that the cut is supported during the sawing

It's always inportant to remember that photographs have their own pH value.
