Get your tape measure and lay it along the morso scale with the same corresponding numbers and then just follow the tape with your stop as you would with the normal scale

I would take it to another framer to take it out and see if they can remove the map from whatever he stuck it to there is a heavy duty dry mount tissue that should sort it out,

I would open the broken plastic plug and try to repair it as once its plugged in the press you wont have to take it out again as you turn the power on and off from the wall if required,
