My worry would be choosing one way or another and then the customer doesn't like it.
Show them examples of both and get a decision.
For what it's worth I think you should always frame to the picture, rather than make a picture fit a certain size frame.

Here's mine:

You could use a wooden slip under the glass to give the same visual appearance as mountboard.
Mitres could be filled if you wanted a seamless join.

The point of underpinning is to hold the join in place while the glue dries, to save the need for clamping. In theory this would allow you to do 5 or 10 frames at a time, but it would be unusual and awkward to have that amount of clamps sitting. My worry about letting the glue dry first and then pin...

I think you are overthinking this. I normally decide based on the size of the canvas and the size of the frame and what feels right at the time. If it's just a small canvas and frame 1 on each side will be fine, if it's a bit larger I might use 2, or even 3 or 4 on each side. The last one I did was ...

If it's just a canvas without glass there won't be much weight so even small screws should be fine. If you want to screw through into the canvas as well just get longer screws. How have you been fixing the canvas into the frame if you haven't been using longer screws? You can also use double d-rings...

Are the wedges definitely the correct type for polycore and are they in the correct way?
If the pressure is up that high and still not firing in fully something else is wrong.
Have you tried with some wood just to check?
I don't use plastic moulding so not sure what is different.
