I had a look at the document, it looks legit enough so I thought I would have a read of the small print. Right in the middle was a note that the cost was EUR 995.

I remember getting the forms by post before the days of internet
Its so easy to sign as it looks "free"
I'm guessing they keep opening up using different names and addresses as there are plenty of companies who pay up.
I'm surprised the Dutch Gov cant close them down or at least sieze the bank account

They change country when they get shut down, it was Spain the last time I got one.
