Springlock locking system

I'm thinking of recommending that a customer re-hang pictures with Springlocks, as they are in a public building. They have been previously screwed to the wall with visible plates.

I've watched the video on the Lion web site and they show two methods - either fixing the locks at the side, or fixing top & bottom. Does anyone find any advantage to either one or the other?

And why would you need buffer pads as shown in the diagram, as the locks would seem to keep the picture away from the wall?
