sourcing free/low cost maps online for prints?

Are there any sites that offer good quality free road/place maps like those found in the A-Z or offer a low download price per map? I'm looking to sell personalised framed prints that incorporate a small section of a map. I see on some websites that maps are not for commercial use or in some cases trade accounts need to be purchased but the price is rediculously high. Is there anywhere that offer similar maps of high resolution for free or a 1 off low cost per each download ie for each order I get?

I recall a shop in ''Hay on Wye'' when I was there in March that just sold maps new and used, maybe worth checking out sorry dont have link but a search should find it!
