Hi, a client has bought in a silver leaf frame that has tarnished. Is there anyway to remove the tarnishing, or is it just a natural occurrence.

You could try one of the proprietary silver cleaning fluids or some baking soda in water. The danger will be in avoiding anything abrasive which could cut through the silver leaf. A lightest of touch is needed here.
What has happened is that the shellac coating on the frame has worn or been cleaned away and this was what had protected the silver from tarnishing. If you do manage to clean the silver and without damaging the patina, you must then re-coat the frame with a thin coat of clear shellac.
