Think it's some form of slip cutter ? but not sure - very heavy and blades look substantial.

That's a mitre trimmer! There are several different manufacturers who produce these including Axminster Tools and Denver, which is available in the U.K., from Rutland tools. They are a cheaper sustitute for have a Morso and the idea is that you cut what ever you are mitring a bit over size and produce the final finishing cut on the mitre trimmer. They are obviously not as popular as a morso for framing, by they have quite a good following in the semi-professional market.
