We have Custom Frame Art designing business in New York. Can someone please tell me that which forums or other option will be beneficial to achieve my audience?

This forum is primarily UK base, the Grumble is the US equivalent. It depends on who your target audience is but Facebook is an obvious place to be, Facebook adverts work quite well. Your own website is also a must. There are art forums but in my experience they are not keen on people promoting framing within them.
