I have a friend who cannot remember his password .
In Mozilla Thunderbird you can find this easily not only that you can use Moz Backup tom backup your emails you can restore them as well on a new build.
I am trying to get my friend onto Mozilla Thunderbird.

Re: Lost Password in Outlook Express
For security reasons you can no longer transfer email accounts from Outlook Express using each account's iaf file.
However, your email account provider should have some kind of forgotten password process that you can follow.
On the other hand, Mail PassView claims to be able to recover Outlook Express passwords, I haven't tried this so can't vouch for it, but in your situation, if all else failed I'd probably give it a go.

Re: Lost Password in Outlook Express
Update:
On testing I found that Mail PassView worked flawlessly on my computer recovering all relevant account details on MS Outlook, Outlook Express, and Windows Mail
For each email account, the following fields are displayed: Account Name, Application, Email, Server, Server Type (POP3/IMAP/SMTP), User Name, and the Password.
I've no doubt that the software works equally well on all of the email clients that it claims
