After hours and hours of thought and debate, this is what I came up with.
I don't have a CMC so everything is by done hand and wrapped with linen.
Medals are pinned to foamboard backing.
Picture is framed in a small gold moulding and floated about 1" high with a wooden dowel.
Watch is mounted with wrist band hidden because it is not the original one.
Flag is raised about 1" as well.

What do you guys think?

How long did that take you?

To answer your questions:
The watch straps pass through a small cut out behind the face where they are laid flat behind the foam board and held with acid-free adhesive dots and a little sewing.
The flag is raised with about 4 layers of triangular cut 1/4" foam board and mounted with a little sewing and acid-free adhesive dots as well.
I couldn't tell you exactly how I arrived at this layout but my goal was to fit everything in one frame as opposed to doing the flag, medals, watch and picture separately. After a lot of moving things around, this just seemed to work so I went with it.
From start to finish, which included lots and lots of thinking, this took about 3 weeks.
Best of all, this was very cost effective. Besides the moulding, there's less than 10 dollars of material put into this. Just precision cut foam board wrapped in discounted linen and a lot of detailed work.
