Cassese CS486 Underpinner

I have just 'upgraded' and purchased a 2ND hand Cassese 486 Underpinner.

It appears to be losing a lot of air pressure from a hole just above a panel with the label 'ECH' as indicated in the blurry image attached during Operation

Should this be blocked up - i have the old manual but the picture is very unclear as to what this does.
It is not the air escape pipe as this is attached elsewhere.

Any thanks would be appreciated.
