Bit late in the customer / framer conservation conversation to deal with framing levels. If your customer was so concerned they should have asked when they brought the work in. I would agree about charcoal being a fairly robust pigment and would have emphasised protective measures to protect the paper element - before I framed the work. The customers who come back after you have finished - having explained to them the need to add some form of conservation before framing - who then think they should have it, are a little frustrating.
