Hanging a small rug

Any advice? A customer has just brought me a small (40 x 60 cm) rug depicting the Armenian alphabet. She would like a baton top and bottom hung by a chain. The carpet is rather thick and I am wondering how to attach it to the baton - sewing through the rug and around the baton seems the most obvious option offering no damage in the long term, but it is going to be tough & I am worried that the baton may slip horizontally over time. Tacks through the carpet into the baton would be the easier but I am worried about rusting over time, as is the customer.
