Restoring Black Covering on Frame?

Another newbie question from me...

A friend has asked me to restore a frame for a special keepsake of theirs. They are claiming the black covering/tape of the frame is coming away, and so this just needs correcting.

Is this a normal request? I know that many mouldings of course have an outer layer, but tape sounds a bit cheap. Either way, they just want that element corrected, instead of a new frame.

Is there a special way of going about this one?

I've attached the photo I was sent, even though it doesn't necessarily show much.

More trouble than it's worth.

Flat black moulding is cheap as chips from any basics range.

Just make a new frame.

I agree. Just make a new frame. It might even be cheaper than removing that old sticky tape.

Jon and Jerome...I had a feeling that would be the response. The client seems precious about maintaining the same frame, but I'll try and steer him towards a new one.
