... pre-cut preferably?

Where's best for 'Plexi-glass' or acrylic (if there's a difference)

Where's best for back boards ... we've had frames with both MDF and just thick card ... any clues for each?

What size are you looking for ?

we could send out pre cuts we do this for a framer who sells A4 prints all day long and we send plexi and backing in 100.

Not sure if Wessex deliver as far as Newcastle, they have a branch in Oldham. That's who I use for cut to size acrylics.
I haven't heard of any suppliers selling cut to size mdf. Why not look at Corricor or Artbak, These are easy to cut to size yourself.

Buying in the perspex and backing boards pre-cut will save you needing to worry about the necessary cutting equipment and waste disposal. You can always bring the cutting of perspex and glass in house at a later date, if it makes sense to do so.

The perspex will come in a choice of thickness, this will influence the prices and the viewing quality, so I suggest that you getting some samples to look at and some comparitive prices at the same time. There may be alternatives to perspex to consider as well. Generally perspex also known as acrylic is a very popular choice within the framing business.
